Labor leader Bill Shorten's plan to spend $1.75 billion dollars of taxpayers' money sending kids to pre-school from the age of three has been blasted by Conservative Party leader Cory Bernardi.

Senator Bernardi has told Triple M's Luke Bona, three years old is too young to rip kids away from their families and put them effectively into the care of the state.
